FOR THE PERIOD 1 JULY 2006 TO 30 JUNE 2007

In accordance with section 32A of the Public Finance Act 1989, I submit the following report on the outputs provided under non-departmental output classes Support for Victims and Crime Prevention and Community Safety Programmes for the period 1 July 2006 to 30 June 2007.

Statement of Service Performance

Description

This non-departmental output class covers funding for victim support services. Services are provided to victims of crime by the New Zealand Council of Victim Support Groups Incorporated (Victim Support) under this output class. The delivery of the services is monitored and administered by Sector Strategy Business Unit within the Ministry of Justice against a Memorandum of Understanding between the Crown and Victim Support, that document also stipulates agreed financial and non-financial performance measures.

The services provided by Victim Support include 24-hour personalised support services, provision of counselling for families of murder victims and administering the Victims Assistance Schemes that help victims to attend relevant meetings of the New Zealand Parole Board, court trials, and sentencing hearings. A pilot scheme called the Target Hardening Programme provides extra assistance, such as alarms to victims of repeat burglary.

The appropriation for Support for Victims for the 2006/07 year was $5.118 million. Actual expenditure for the year ending 30 June 2007 was $5.068 million. The 2005/06 appropriation was $3.319 million. Actual expenditure for the year ending 30 June 2006 was $3.308 million.

Crime Prevention and Community Safety Programmes

Statement of Service Performance

Description

This non-departmental output class covers co-ordinating and delivering a range of crime prevention initiatives and programmes in partnership with local communities. The programmes are contracted by the Crime Prevention Unit (CPU) within the Ministry of Justice (the Ministry) and these services are purchased from territorial authorities and other selected service providers. This non-departmental output class contributes to the shared justice sector outcome of Safer Communities.

Funding is provided to territorial authorities on criteria determined by their crime prevention needs, including the size of population and crime rates. Metropolitan and provincial city councils are funded directly on the basis of a crime prevention plan designed to meet local needs. Smaller and rural territorial authorities are funded on the basis of approved crime prevention projects. The Ministry also has crime prevention partnership agreements in place with five iwi and is implementing a strategy for engaging with Pacific communities on crime prevention.

During 2006/07, the Ministry also continued to fund specific crime reduction pilot projects and programmes directly through individual contracts with territorial authorities, iwi, Pacific peoples and non-government organisations. These crime reduction pilot projects and programmes were designed to reduce the incidence and impact of crime, in the seven key goal areas of the Government's Crime Reduction Strategy:

  1. family violence and child abuse
  2. other violence and sexual violence
  3. serious traffic offending
  4. youth offending and re-offending
  5. burglary
  6. theft of and from cars
  7. organised crime.

These crime reduction pilot projects and programmes were particularly targeted to high need and at risk groups comprising:

  • Maori
  • Pacific peoples
  • 'at risk' families
  • those affected by drugs, alcohol or gambling.

The Restorative Justice Practice Improvement Project, which aims to raise practice standards in accordance with the principles of best practice for restorative justice processes in criminal cases, continued in this financial year. The funding targets potential, new and current restorative justice providers and encompasses:

  • a number of initiatives to inform and educate providers about the principles of best practice and to support ongoing practice development
  • developing and implementing practice standards for restorative justice providers, including research into specific areas of practice
  • funding providers to make specific improvements to meet the requirements of the principles of best practice
  • developing a national training programme and qualification for restorative justice practitioners.

Cost

The appropriation for Crime Prevention and Community Safety Programmes for the 2006/07 year was $5.950 million. Actual expenditure for the year ending 30 June 2007 was $5.950 million. The 2005/06 appropriation was $6.538 million and the 2005/06 actual expenditure was $6.475 million. The 2005/06 appropriation was higher than the 2006/07 appropriation due to a transfer from a previous financial year rather than any change in the baseline budget.

2 Victim Support's focus has been on enhancing the quality of services to victims of serious crime. One measure of this is the average number of contacts per victim of serious crime.

3 This measure focuses on substantive pieces of advice including best practice guides, training materials and web-based information. In this year, these resources included in the web-based resources for anti-tagging, curbing alcohol related violence and partnership guidelines.

4 Serious issues are defined as fraud, misappropriation or significant under performance.

5 The intervention logic for all projects is based on establishing best practice pilots to reduce crime in areas of assessed crime need.
