Conclusion on departmental statutes
39.Our present position is that departmental statutes and provisions of the type considered in this Report should not in general be enacted. They are not legally necessary, and executive responsibility, public knowledge of departmental activity and parliamentary scrutiny can be and ae being achieved in better ways.
