Alternative pre-trial and trial processes for child witnesses in New Zealand's criminal justice system
In October 2010, the Minister of Justice asked the Ministry of Justice to investigate alternative pre-trial and trial processes for child witnesses in New Zealand’s criminal justice system. The Ministry of Justice developed this issues paper to inform the development of policy options.
The issues paper is a high-level document intended to provoke discussion on possible areas for improvement and identify preferred reform options. The paper highlights concerns with the current treatment of child victims and witnesses in the criminal justice system and outlines possible options for reform.
The paper was sent to targeted stakeholders and interested parties in December 2010 and further consultation was undertaken by the Ministry of Justice in January and February 2011. Submissions in response to the paper informed the advice provided by the Ministry to the Minister and Cabinet on more detailed options for reform. The Cabinet paper is available here.
