MINISTRY ROLE AND FUNCTION
The Ministry exists to promote the development of Pacific peoples in New Zealand to enable them to participate in, and thus contribute fully to New Zealand’s social, economic and cultural life. The Ministry is the Government’s policy advice agency with the mandate – through government policy and resourcing – to advise, support and promote appropriate actions across the government sector in order to improve outcomes for Pacific peoples.
The Ministry provides high-quality and timely advice on policy development, communications and departmental effectiveness to the Minister, other government agencies, and more generally, advisory assistance to Pacific communities and other agencies whose activities impact on the lives of Pacific peoples such as local authorities. The Ministry has a comprehensive set of relationships with, and linkages to Pacific communities. These enable the Ministry to gain a clear understanding of the expectations and aspirations of Pacific peoples and to communicate effectively with communities on relevant government policies and programmes.
To inform the Ministry’s policy advice, it is essential to have the ability to initiate and evaluate appropriate innovative projects for Pacific peoples. The aim of this work is that the lessons learned can be translated into robust advice on which practices are effective or promising in terms of contributing to the achievement of improved outcomes for Pacific peoples. The regional offices play a crucial role in the design and implementation of these projects. The Ministry can also provide analysis and advice on possible new policies, programmes, initiatives and communication strategies, and provide assessments of the effectiveness of existing government services to Pacific peoples based on monitoring and evaluation work undertaken in the regions.
STRUCTURE
The Ministry is the main policy advisor to government on Pacific peoples issues. An integral part of this is evaluating and monitoring of policy advice and testing of developmental initiatives, by way of innovative projects, in order to advance the capacity of Pacific peoples for self-development and the achievement of their aspirations.
The Ministry has three offices: national office in Wellington and regional offices in Auckland and Christchurch.
The Ministry’s organisational structure aligns with the major focuses and roles of the Ministry.

RECORDS
The Ministry does not administer any Acts or Regulations, and hence does not publish external guidelines or manuals relating to any Acts or Regulations.

The Ministry publishes four national newsletters, three regional news updates each year, the Ministry of Pacific Island Affairs Statement of Intent and Annual Report.

GOVERNMENT SECTOR BOARDS
Minister’s Advisory Council (MAC)
The Council is representative of the various communities of Pacific peoples living in New Zealand. The Minister’s Advisory Council reports directly to the Minister of Pacific Island Affairs and its functions include the following:
- to advise and make recommendations to the Minister of Pacific Island Affairs on matters related to the social, cultural and economic life of Pacific peoples in New Zealand;
- to promote the dissemination of information from and to Pacific peoples in New Zealand.
Pacific Business Trust
The Trust exists to promote the economic self-sufficiency of Pacific peoples by supporting business activity and ownership to improve access to essential resources, specifically skills, business networks and financial capital.
