Terms of Reference
To provide an analysis of the obligations and responsibilities of the New Zealand Government towards Pacific Island communities in New Zealand against the background of:
a) New Zealand's international obligations under the relevant international treaties, and the provisions of section 20 of the New Zealand Bill of Rights Act 1990.
b) The unique interdependence between the well-being of Pacific Island communities in New Zealand and that of the home island states with which New Zealand has historic and sometimes constitutional protective relationships.
To identify relevant implications for the Ministry of Justice as a State sector policy agency.
