FUNCTIONS AND RESPONSIBILITIES
- to advise the Minister on the Development of Social Welfare Policies for New Zealand;
- to provide such welfare services as the Government may from time to time require;
- to maintain close liaison with and encourage co-operation and co-ordination among any organisations and individuals (including departments of State and other agencies of the Crown) engaged in social welfare activities;
- to undertake and promote research into aspects of social welfare;
- to provide such administrative services as the Minister may from time to time direct to such boards, councils, committees, and agencies as he or she may direct;
- to receive and disburse maintenance payments and enforce arrears in payments due under maintenance orders and registered agreements made prior to the Child Support Act 1991 coming into force and
- under the civil Defence Welfare Plan, in time of disaster - make relief payments authorised by Government to the homeless, and - to make payments authorised by Government for hosts for billeting evacuees from a disaster area.

CORPORATE OFFICE
Functions and Responsibilities
The Ministerial Services Unit is responsible for Ministerial servicing, co-ordination of information for Ombudsmen, Human Rights Commissioner, Privacy Commissioner, Retirement Commissioner, Commissioner for Children, Official Information Act inquiries and international liaison.
The Business Support Services Division provides services such as travel, copying facilities, library, EDP support, purchasing, records and administration for the Corporate Office and the Business Units.
Records
Administration files, policy files and Ombudsman correspondence are held in hard copy form. Ministerial correspondence including copies of reports to Ministers is held on an optical disc storage system.
Manuals
An administration and supply manual is held. The records manual is being revised in consultation with the Business Units.
RESOURCE MANAGEMENT GROUP
Functions and Responsibilities
Relating to human resources strategy, planning industrial relations, good employerEEO obligations, remuneration policy and conditions of service.
In addition to its core HR role, the group also provides industrial relations services for the Corporate Office and for those business units which seek advice on these matters from time to time, or which, because of economies of scale, utilise these support services on an ongoing basis.
Records
The group maintains administrative files and policy files. The payroll and personnel unit maintains individual personal files and the personnel and payroll computer database for Corporate Office and Social Policy Agency employees, and Children and Young Persons and Their Families Service managers and the national office staff.
The National Property Manager maintains a computerised office accommodation database.

CORPORATE COMMUNICATIONS
Functions and Responsibilities
Corporate Communications co-ordinates communication on behalf of the Director-General of the Department. This includes public relations strategies, media releases, media monitoring, issues handling and information sharing between the Communications Managers of business units.
No manuals are kept. Records are maintained relating to Corporate Communications.
CORPORATE FINANCE
Corporate Finance's responsibilities are covered by the following range of services: budgeting, accounting, reporting, treasury management and financial policy development. The unit also provides advocacy and strategic advice on all matters financial.
Manuals
Corporate Finance is responsible for the development, distribution and currency of all financial policies. The Financial Policy Manual is held in Corporate Finance.
Records
Information produced by the financial accounting system is retained by Corporate Finance. In addition, full year accounts documents are retained.
INTERNAL AUDIT
Functions and Responsibilities
The Internal Audit group exists to provide comfort and assurance against risk to the Director-General. It provides an independent evaluation of all Departmental activities, participating with Management in the maintenance of systems of good control and accountability which contribute to supporting the Director-General's adherence to statutory obligations, the achievement of the Director-General's performance objectives, and aiding the process of the efficient safeguarding and utilisation of resources. Internal Audit's role in the long term success of the Department is to contribute to the establishment and application of management processes which achieve excellence in the Department's control over risk exposures in its businesses.
Records
Internal Audit records comprise audit reports to the Director-General and other managers in the Department, supported by audit programmes, documentation of systems audited and working papers for audits completed. Completed audit files are retained regionally by audit subject and by location audited. Audit reports are retained in Corporate Office.
CHIEF LEGAL ADVISOR
Functions and Responsibilities
The Chief Legal Advisor provides legal advice to the Director-General and to the Minister, and is responsible for providing a strategic overview of the Department's legal function, including the legal services within the Corporate Office, the New Zealand Children and Young Persons and Their Families Service, and the New Zealand Income Support Service. It also includes responsibility for the Department's legislation. The Chief Legal Advisor is also responsible for liaising with the Solicitor-General and the Chief Parliamentary Counsel.
NEW ZEALAND INCOME SUPPORT SERVICE
Function and Structure
The primary objective of the New Zealand Income Support Service is to provide a fast and accurate service which involves assessing entitlement to Income Support and delivering a full range of Income Support programmes to New Zealanders.

The New Zealand Income Support Service is also responsible for the assessment and issue of the Community Services Card, the reduction of benefit fraud and abuse and the collection of debt, including that related to the Liable Parent and Maintenance programmes which were replaced by the Child Support provisions now administered by the Inland Revenue Department.
It also has responsibility for policy and income support delivery issues for New Zealanders living overseas, overseas pensions received in New Zealand and reciprocal income support schemes with other countries.
The overall operations of the New Zealand Income Support Service are managed from the National Office situated in Wellington. The National Office is made up of the General Manager and seven groups.
Business Development provides strategic direction for the business and monitors key indicators to make sure targets and goals are being achieved in line with the strategic plan. Human resources provides a range of staff and personnel services. Business Policy and Planning is responsible for policy analysis, development and implementation of policy changes, business planning and reporting. Operations is responsible for policy advice to districts as well as instruction and interpretation for the various income support programmes. Business Communications incorporates marketing, public relations and business information and is responsible for the communication of the organisation's services to existing and potential customers, the public and the media, in line with the business vision.
Information Systems maintain existing systems and requests for information technology services. Finance carries out all accounting and financial services for the Department.
There are also four regional offices situated in Auckland, Hamilton, Wellington and Christchurch. Their primary responsibilities are to do with the co-ordination of service delivery within the region and support for District Office management. They are part of the Service's Senior Management Team along with the General Manager and Managers of the various National Office groups or divisions. There are around 90 sites throughout New Zealand which are the main point of service delivery for income support. They range from full district office processing centres to smaller reception offices.
Records
Administrative files, policy files, Ministerial correspondence files, files of correspondence with the Ombudsman's Office, and personal files relating to the Department's staff are held in hard copy.
The files of District Offices etc contain the personal details of clients as recorded in application forms for benefits and pensions, copies of birth and marriage certificates and adoption papers, medical certificates and correspondence between the client and the Department. There are also working documents such as computer input forms. As well as on paper, records are held on microfiche and on computer. These offices are the main location of the Department's information about individuals.

The Service manages admissions to its five National Residences directly from its national office. The residences are located in Auckland (Northern Residential Centre), Hamilton (Dey Street), Wellington (Epuni Residential Centre), Christchurch (Kingslea), and Dunedin (Puketai).
Records
The Service holds client information on both electronic (known as SWis) and manual recording systems. It also holds the usual administrative and accounting information.
Manuals
A Documentation Unit maintains manuals in both electronic and paper form.
Committees
Each Area is serviced by one or more Care and Protection Resource Panels appointed under Section 428 of the Children, Young Person and Their Families Act 1989. The functions of the panels are to provide advice to Social Workers, Care and Protection Coordinators and the Police, and to promote coordination or care and protection work. Members of panels are appointed by the Director-General with the aim of having a range of people with varying skills in care and protection work on each panel.

Functions and Responsibilities
The New Zealand Community Funding Agency is responsible, on behalf of Government, for needs assessment and allocation and delivery of funding and support to iwi based and community based social and welfare service providers throughout New Zealand. The service providers which the Agency approves and funds fall under the following sectors:
Families in Need of Support - includes budgeting programmes, counselling therapy, parenting programmes, family whanau resource development, youth programmes, residential care, rape crisis and sexual abuse programmes, and victim support groups.
Community Welfare - includes National Association of Citizens Advice Bureaux, refugee services, women's refuges and emergency housing services.
People with Disabilities - includes vocational opportunities for people with intellectual and physical disabilities as well as disability information and advisory services.

Income Maintenance Policy Division
The Income Maintenance Policy Division provides policy advice on the full range of income support and related issues including:
- income support for people between employment including unemployment, training and youth income support;
- support for sole parent carers of children;
- support for people in retirement; and
- income support for the sick and invalid.
Social Services Policy Division
The Social Services Policy Division provides policy advice on a wide range of social policy matters including:
- child and family policy including such areas as: child protection, youth justice, adoption, childcare, family dissolution, and violence within families;
- adult and community policy including such areas as: disability services, health and welfare interface, funding of social service providers and other social issues.
The Social Services Policy Division also houses the Senior Citizens Unit which provides senior citizens policy advice on all matters concerning the welfare of senior citizens and related issues.
Strategic Policy Division
The purpose of the Strategic Policy division is to develop high quality stategies, and plans for their implementation, on issues which span more than one of the Department's operational businesses, are outside existing business areas, or have a wider or longer focus. The Division also includes primary and secondary research units.
Social Policy Information Services
Social Policy Information Services provides the information services required to support the development of policy advice by the Agency. It uses a range of social science and analytic techniques to gather, sort, analyse, evaluate and present timely and accurate information services.

STATUTORY OFFICERS
Director-General of Social Welfare - is the administrative head of the Department.
Social Workers - are appointed as necessary for the effective and efficient carrying out of the functions of the Department.
Care and Protection Co-ordinatorsYouth Justice Co-ordinators - are appointed under the Children, Young Person and Their Families Act 1989 to manage the family group conference process.
Secretary for War Pensions - is an officer of the Department of Social Welfare, who acting under the general direction and control of the Minister in Charge of War Pensions, is charged with the administration of the War Pensions Act 1954.
Deputy Secretary for War Pensions - is an officer of the Department of Social Welfare, who, subject to the control of the Secretary, has and may exercise all the powers, duties and functions of the Secretary.
General Manager-Corporate Finance - is responsible to the Director-General for the financial affairs of the Department.
National Review Officer - This officer decides on claims for war pensions and allowances where a War Pensions Claims Panel cannot decide on the claim, and hears reviews of decisions made by War Pensions Claims Panels.
COMMITTEES
War Pensions Appeal Board - is a judicial authority which considers appeal against decisions of the War Pensions Board.
