Foreword

In accordance with section 41(1) of the Public Finance Act 1989, I submit the following report on the operations of the Ministry of Justice for the period 1 July 2005 to 30 June 2006. This includes audited financial statements and covers the Ministry’s administration of the Acts outlined in Part 3 of this report.

Ministry of Justice Organisational Statements

OUTLINE

This Annual Report of the Ministry of Justice reports on the achievement of objectives and the delivery of outputs across the Ministry for the 12 months from 1 July 2005 to 30 June 2006.

The report is presented in three parts with a preface comprising the Chief Executive’s Introduction, the Government’s Priorities and an Overview of the Justice Sector.

The preface presents the context in which the Ministry works and reflects the significance of collaboration between the agencies who make up the justice sector and the Ministry’s role in leading the sector as it works to contribute to Government priorities.

PART 1 PROGRESS AND ACHIEVEMENTS

Part 1 explains the role of the Ministry, outlining our core functions - delivery against which is reported in Part 2 in the Statement of Service Performance.

In Part 1, we highlight the key initiatives and activities we have progressed in the 2005/06 .financial year. These achievements have been summarised within important areas of organisational focus through which we contribute to both justice sector outcomes and Government priorities.

We outline the range of initiatives we have underway to improve our service delivery, the ways in which we are helping maintain the integrity of the justice system, and specific work undertaken to ensure the effectiveness of sanctions and the responsiveness of law to society’s changing needs. We review our efforts to support Government objectives – working with communities to prevent offending, strengthening the Crown-Māori relationship and providing assistance to Pacific jurisdictions.

We outline the significant work that has continued to build the Ministry's capability in human resources, information technology and property and facilities management.

This has been the first year of implementing our Strategic Plan 2005-2010. Many of the strategic plan initiatives focus on process improvement and building capability, so are discussed in the sections about those topics. We summarise major initiatives progressed under each of the four themes of the plan.

We also report the Ministry’s contribution to other Government priorities, including reducing inequalities and the New Zealand Disability Strategy.

PART 2 SERVICE PERFORMANCE AND FINANCIAL SUMMARY

Part 2 reports performance against the outputs set out in the 2005/06 Statement of Intent. It does this through the inclusion of the Statement of Service Performance and Financial Summary to meet the requirements of the Public Finance Act 1989.

This section provides details of the Ministry’s provision of services and indicates the scale and diversity of our responsibilities.

PART 3 STRUCTURE AND SERVICES

Part 3 contains information about the Ministry’s leadership, governance and structure, an overview of the services delivered, human resources information and statistical information on court caseloads and fines collection during 2005/06. This section also provides information about the non-departmental output classes funded from Vote Justice and a full list of the Acts administered by the Ministry.
