We are aware of a high number of scam texts and emails about fines being sent (from 18 August 2026). We do not send direct payment links via text message or email. If you receive a message about a fine and are unsure whether it is genuine, please contact our call centre on 0800 4 FINES (0800 434 637) before making any payment. Read more about identifying scams.
Licensing Authority of Secondhand Dealers & Pawnbrokers
The application forms for licences and certificates have changed and you can now file your application online. The applications no longer include a statutory declaration, instead you need to provide a copy of a photo ID such as a passport, drivers licences, kiwi access card or firearms licence. We will continue to accept the old form for one month until 14th September 2026.
The Licensing Authority of Secondhand Dealers & Pawnbrokers (LASDP) looks after licenses and certificates for secondhand dealers and pawnbrokers.
The Secondhand Dealers and Pawnbrokers Act 2004 (the Act) lists the things that disqualify a person from being granted a certificate or individual licence and for a company being granted a company licence.
