The Licensing Authority of Secondhand Dealers and Pawnbrokers (The Authority) was established under the Secondhand Dealers and Pawnbrokers Act 2004. It issues licences and certificates for secondhand dealers and pawnbrokers. It also considers Police objections to these applications, and complaints against licensees and certificate holders.

The Authority is a judicial office with three-yearly appointments that can be renewed. The Minister of Justice and the Minister of Courts are jointly responsible for appointments to the Authority.
