The YCAP toolkit is a collection of resources to help government agencies and communities work well together when implementing the Youth Crime Action Plan.
The toolkit aims to help:
communities that want to develop local action plans
people who are interested in setting up and running community projects and groups
organisations and government agencies that work with local communities

This guide takes you through a simple and flexible 7-step process for creating your own community action plan to reduce youth offending – from the initial stages of forming a community group, through to developing, implementing, monitoring and evaluating your plan. It also includes a template to use when writing up your own action plan.
