The tribunal was set up as an independent judicial body on 1 July 2011 under the Legal Services Act 2011.

The tribunal consists of a chairperson and members who deal with all reviews. All members are lawyers with a wide range of legal experience.
From time to time, the tribunal issues practice notes. These tell people applying to the tribunal how it runs and what they need to do. Practice notes are put out under section 65(2)(b) of the Legal Services Act 2011.
