We are aware of a high number of scam texts and emails about fines being sent (from 18 August 2026). We do not send direct payment links via text message or email. If you receive a message about a fine and are unsure whether it is genuine, please contact our call centre on 0800 4 FINES (0800 434 637) before making any payment. Read more about identifying scams.
The High and District Courts can make an order to restrict a person from starting or continuing to bring civil cases which are unwanted or meritless. Any party to a case can apply for:
a limited order which can stop a person from bringing a particular type of case in any court or a tribunal
an extended order which can also stop a person from bringing cases on related matters in any court or a tribunal.
The Attorney-General can apply to the High Court for a general order, which will stop a person from bringing any type of case in any court or a tribunal.
Orders can be made for up to 3 years, or up to 5 years if the Judge finds exceptional circumstances.
